recode in Breadstick
Breadstick runs Debian's own recode package for ARM64, the build a Debian 13 computer with an ARM processor installs, so recode should behave as it does on a Linux PC. It is a command line program rather than an app with a window of its own: you run it by typing its command in Breadstick's Terminal, or in any terminal window on the Linux desktop, and it needs no Desktop or Floating session running.
Commands in the package
recode
Type it in Breadstick's Terminal to start the program.
Text and data tools work on files and pipes in the Terminal as on any Linux system, including files in your Android folders once Device files is granted. More in the docs: The Terminal.
About recode
From Debian's package description
Free `recode' converts files between character sets and usages. When exact transliterations are not possible, it may get rid of the offending characters or fall back on approximations. This program recognizes or produces nearly 300 different character sets and is able to transliterate files between almost any pair. Most RFC 1345 character sets, and all `libiconv' character sets, are supported.
From Debian's description of the recode package, under that package's license.
