Transmission Remote in Breadstick
Breadstick runs Debian's own transmission-remote-gtk package for ARM64, the build a Debian 13 computer with an ARM processor installs, so Transmission Remote should look and behave as it does on a Linux PC. On Samsung DeX, Floating mode opens it as its own window beside your Android apps, and Desktop mode runs it on a full Linux desktop.
Linux apps use Android's own network connection, and a VPN connected in Android covers them too. More about internet apps in Breadstick.

You can use it to to manage torrents (start/stop/verify/reannounce/remove/remove and delete), add new ones (it works as a .torrent fle handler from a webbrowser), and configure settings on transmission-daemon.
