GNU Emacs in Breadstick
Breadstick runs Debian's own emacs-gtk package for ARM64, the build a Debian 13 computer with an ARM processor installs, so GNU Emacs should look and behave as it does on a Linux PC. On Samsung DeX, Floating mode opens it as its own window beside your Android apps, and Desktop mode runs it on a full Linux desktop.
Compilers and interpreters run on the device's own ARM64 processor, while containers and virtual machines, which need a kernel of their own, cannot run. More about development tools in Breadstick.
About GNU Emacs
From Debian's package description
GNU Emacs is the extensible self-documenting text editor. This package contains a version of Emacs with a graphical user interface based on GTK+ for X11 and Wayland (instead of the Lucid toolkit provided by the emacs-lucid package).
If you are using Wayland, you may wish to install emacs-pgtk instead.
