Not tested on a device yet. What that means
elixir in Breadstick
Breadstick runs Debian's own elixir package for ARM64, the build a Debian 13 computer with an ARM processor installs, so elixir should behave as it does on a Linux PC. It is a command line program rather than an app with a window of its own: you run it by typing its command in Breadstick's Terminal, or in any terminal window on the Linux desktop, and it needs no Desktop or Floating session running.
Commands in the package
elixirelixirciexmix
Type one in Breadstick's Terminal to run it.
Interpreters and runtimes run on the device's own ARM64 processor, from Debian's own packages. Keep projects in your Linux home folder, which is much faster than Android's shared folders for trees of many small files. Libraries with compiled parts need an ARM64 Linux build, or the tools to build one on the device. More in the docs: The Terminal.
About elixir
From Debian's package description
Elixir is a functional meta-programming aware language intended primarily for developing distributed, fault-tolerant and scalable systems. Elixir source code is compiled to bytecode for the Erlang Virtual Machine (EVM), and can use Erlang libraries transparently.
